Foundation for the Development of Western Syria Warns of Ethnic-Targeted Attacks in Homs, Latakia Urges International Action

The Foundation for the Development of Western Syria today sounded the alarm over a series of violent attacks carried out over the last seventy-two hours in the city of Homs, where armed bands operating under the protection of the Jolani regime conducted what witnesses have described as pogrom-style assaults on Alawite and Christian neighborhoods, as well as in Latakia, Baniyas, and Tartous.

Although regime media has attempted to portray the attackers as “bedouins,” the Foundation confirms that the perpetrators are jihadist units operating under the authority of the regime’s Ministries of Interior and Defense. These forces have repeatedly been deployed against communities the regime labels “enemy minorities,” consistent with earlier attacks in March against the coastal regions and in July against Druze neighborhoods in Sweida.

During the assaults, the jihadist elements killed and wounded multiple civilians while chanting racist slogans threatening the removal of Alawite and Christian residents from Homs. The targeted neighborhoods were unarmed and have since been left terrorized. The Foundation believes the regime’s jihadist network is executing a coordinated ethnic-cleansing campaign against these communities.

The violence continued today after Alawites launched a peaceful protest on the morning of November 25, 2025. Supporters of Abu Mohammed al-Jolani (aka Ahmad al-Shara) formed convoys that headed to the Al-Zira’ah neighborhood in Latakia, where they assaulted the properties of Alawites and Christians, including cars, homes, and commercial shops. This also occurred in Jableh, Baniyas, and Tartous, in addition to the following neighborhoods in Homs: Al-Hamidiyyah, Al-Abbasiyyah , Al-Zahra, and Ikrimah.

In response to these developments, the Foundation is calling on the Trump Administration, the United Nations Security Council, and the European Union to immediately dispatch a fact-finding mission to Homs to investigate the attacks. The Foundation further urges consideration of deploying a multinational protection force to safeguard the threatened neighborhoods.

“We warn that the absence of international intervention could embolden wider regime actions and risk triggering a mass exodus of Alawite and Christian civilians from Homs Governorate,” the Foundation said.
