Phillips Infrastructure Corp. Announces Leadership Transitions to Strengthen Enterprise Alignment

Phillips Infrastructure Corp. (PIC), a privately held, woman-owned enterprise delivering integrated infrastructure solutions across the water, power, industrial & commercial, mining, and environmental markets nationwide, today announced a series of leadership transitions that formalize the company’s existing structure and position the enterprise for continued growth across its operating companies. The changes reflect Phillips’ ongoing evolution as a disciplined, values-driven organization built for long-term success.

Teddy Phillips, Jr. will assume the role of Executive Director of the Board, supporting enterprise governance, leadership succession, and key market partnerships. Under Teddy’s leadership as Chief Executive Officer since 2009, Phillips achieved sustained profitability, sharpened its market focus, and completed a major brand evolution uniting all operating companies under the Phillips name.

Phillips Infrastructure Corp. has appointed Patrick McMullen as Chief Executive Officer, a role that reflects more than four decades of distinguished service to the Phillips family of companies. Since joining the organization in 1989, McMullen has served as Chief Financial Officer, President, and as a member of the Board of Directors. As CEO, he will continue shaping enterprise alignment, financial discipline, and market diversification across all operating companies.

Gerry Arvidson has been promoted to Chief Operating Officer of Phillips Infrastructure Corp. and will continue to serve as President of Phillips Heavy, Inc. In this expanded role, Arvidson brings nearly 30 years of construction leadership experience, ensuring consistent execution, safety, and performance across all operating companies while maintaining direct leadership of Phillips Heavy Civil.

Together, these leaders will guide Phillips in delivering exceptional results while maintaining the integrity, safety, quality, and production standards that define its culture.
